Looking for a ranking survey

Is there a questionnaire or ranking form time that would allow people to rank 5 different statements in order of preference?

I have seen this done before using a drag and drop interface to move the favorite to the top of the list and drag the others in order.

If JotForm does not have this, is there another method you would suggest?

I think you're referring to the ORDERABLE LIST widget. This allows your form users to easily order items by dragging each entry on the list to the right position using their mouse cursor.
