customers complained that the drop-down menu doesn't work. After they click on the checkbox a toppings menu is supposed to appear.

I believe you are referring to this form: 201361196999164
I have checked it using a Samsung S20 Ultra with Chrome Browser but wasn't able to replicate the issue. The dropdowns for toppings appear once I select a product.
Could you please ask your customers to try again? If the issue persists, kindly share with us the device brand and browser they're using so we can investigate further.
Example: Iphone 11 Pro Max - Safari Browser.

After about 25 minutes, it worked again. But before that, I had 3 customer's, each with unique IP addresses who had an issue. Was this a glitch?

Thanks for letting us know that it works properly now.
I really can't say if it was a glitch as it can be related to the browser they're using or the internet speed of their device. If in case the issue is encountered again in the future, you can ask your users to try a different browser to see if it makes any difference.
