Ability to allow concurrent user to update data / submission responses

Do you mean to say that you want your user to edit data their own data and also you also want to edit the data? Yes it possible to achieve your requirement and here are the options available:

You can add "Edit Link" tag in your form's auto-responder email alert. When the form is submitted, your user will receive email with a clickable link.
