Is there an option to upload a pic and have a customer draw on the image?

Do you mean to say that you want to upload an image in form and you want to allow your users to draw on that image?

Yes it is possible to achieve your requirement by adding "Draw on Image" widget in form. In this widget, you will be able to add image and when your user access form, they will be able to draw on the image. 

If you mean to say that want your users only to upload image and also draw on that image as well, it is possible to achieve your requirement by adding "Annotate Picture" widget in form. In this widget, your users will be able to upload image and then draw on that image as well.
