Is there a way for multiple people to fill out one form? So I would send a link to multiple people to fill collaborate on filling in the answers to the form.

It is possible to allow multiple users to fill one form. One user needs to submit the form once, and then the submission will be created. Then you can share the Submission edit link to others, and they will be able to see other answers as well.
