It's not possible to change the language of an existing form but you can set the language before you add any form elements by selecting a language in the dropdown list on the My Forms page.

Thank you Daniel. Any chance that you know how to get back to the form I had completed? I made a form, tested it, logged out, logged in again and now I can't find my form anywhere. I saved everything but when I log in I just see messages and nothing at my forms.....

I looks like you posted your first question while logged in with a guest account, so I can't tell which form you mean. Do you have the form ID by any chance? Try looking in your browser history. If you previewed the form at all then you should see something like
http://www.jotform.com/form/123456789 (where 123456789 is your form ID)
If you can find it then you can clone it into your correct account. Have a look at this link re cloning forms by URL:

?? Can't find any of the items you mentioned. When I start a new form, I can't find where to change the language settings for the from.

You will have to set your language first before creating a form so that translation is automatic. As given on the guide above, you can select language by navigating below out website.
You can also manually type the language on the field labels, here is an additional guide on how to translate form warnings:
