Can a user Save and Continue multiple responses to the same form?

I would like to find out whether the Continue Later function will support the same user continuing multiple responses linked to the same email address on the same form later?

Example scenario:

User 1 starts Response 1 to Form 1 at 09:00, then saves to user1@user1.com after 5 out of 15 questions.

User 1 starts Response 2 to Form 1 at 11:00, then saves to user1@user1.com after 4 out of 15 questions.

User 2 starts Response 3 to Form 1 at 11:30, then saves to user2@user2.com after 6 out of 15 questions.

User 1 clicks on link received to complete Response 1 at 12:00 and completes Form 1.

User 1 starts Response 4 to Form 1 at 12:30, then saves to user1@user1.com after 8 out of 15 questions.

User 2 clicks on link received to complete Response 3 at 12:45 and completes Form 1.

User 1 clicks on link received to complete Response 2 at 14:00 and completes Form 1.

User 1 clicks on link received to complete Response 4 at 15:00 and completes Form 1.

My question is: would this scenario work?

May you please clarify a bit what do you refer to with "Response"? 

I can see you mention Response 1, 2,3 and 4, but then mention the user can complete 5 out of 15 questions. 

Is a response a set of questions? 

Now, what you're trying to do may be achieved since the Continue Forms Later allows to send the sharable link to an email address so once the user 1 completes the form he can save the data and enter the user 2 email address to send the link, the same process may be followed each time a user want to send the link to another, note that the data will be saved on a single session, multiple sessions are not supported.
