Shipping and delivery

I would like to offer a delivery option for free (local buyers) and also a flat rate shipping cost for long distance buyers. How do i do this? I've created my form but am having trouble with this.

Hello! The PayPal payment type that you're using only allows to set shipping charges based on the product item(s) or transaction amount.

If you want to apply shipping discount based on address, then you'll have to set the Payment Type to "User Defined Amount". Please note that this will also remove all of your listed products.

Basically, with the "User Defined Amount", you only pass the billable amount to Paypal and all the calculations (discounts, shipping charges etc.) are manually calculated using the Form Calculation widget.
