After a customer fills out the form and attaches files/pictures.
I receive an email with a link to pictures which looks like (below):
Add any related pictures (optional) 200911-w-pools-golden-nugget.jpg
When I click on link, it automatically downloads to my computer, then opens.
I would like another option so it does not automatically download to my computer.
Example: opens in an internet browser tab, ask me where to download first, picture is included in original email without links (preferred) with ability to save/view larger.

I think a good option for you would be to integrate the form with Dropbox or Google drive, this way you'll be able to see the pictures in thumbnails and download them at a later time

Yes, you would need to integrate each form individually. You may also try to create an HTML Table Listing Report (Create HTML Table Listing Report). This will allow you to view a thumbnail size of the uploaded images to your form.
