Is there a way how the person can download the PDF of the completed form once they submit or receiving it in a e-mail as a PDF?

You can attach a PDF copy of the submission to the autoresponder email (the one sent to the user). Please refer to this guide below:

Note that there's a limit of 5mb on email attachments. Once the PDF/file attachment exceeds the said threshold, the PDF/file will not be attached to the email.
