I have a user who is correctly listed as the recipient of the notification of submission. She is receiving approximately 1/2 of the submissions. Any ideas why all submissions are not coming through?

Upon checking your email history, I have found that every time your form was submitted, the notification email was successful sent to R***ter1@c**.net. Please check the spam folder.
