Why can't I see who has incomplete forms?

I see that there are uncompleted forms. I'd like to see who hasn't finished their form. Please advise if we are able to see who hasn't completed their form.  Thank you.

In order to see the incomplete submission data, please follow the steps:

1. Go to the submissions page and click on "Incomplete Submissions":

2. Then with the session ID, you can open the form with the data:
