Submissions limit reached

If I delete my submissions can I continue to use free version or is upgrade mandatory?

Please keep in mind that deleting submissions are not recoverable. 

Also, deleted submission still counts as your monthly submission limit. 

You can increase your submission limit by following these tasks: https://www.jotform.com/myaccount/getMore

Or you can wait for the monthly reset which will happen every first day of the month.
