One great feature of having the coupon code would be to allow a 100% discount for people who pay by check or if we want to use the same form to register people. Not only that it would allow us to test our form without making a payment every time. Is this a possibility?
On a related note we typically don't ask for a separate address from the user so I guess if you could override the payment portal with a 100% discount it may be benifitial to still ask for the address and other billing info. If you can't do this because 100% discount would essentially bypass the payment portal completely then I wish we could have more details conditions which would allow us to pop up a separate address box and would only appear if they did the 100% discount. This part is all just gravy, not as important as being able to have a 100% discount to be able to register without paying.

Yes, this is possible to have a "100%" discount. You will need to use a Fixed amount type with the Discount amount of full product price.
For example, if you have a product with $300 price, set the Discount amount to 300.
You are right, this will bypass the payment portal. In order to ask for more details we can use conditional logic.
Here is an example:
You can use the "300" coupon code to see the discount, and user the "Have you paid by check?" field to trigger the conditional logic.
We do not have any special conditional rules for discount codes, but you can trigger the actions based on product field and its items.
