I have a client that wants a registration form placed on at least 2 different URLs but wants these form's submissons to all be collected in one central dtatbase. Can we create one form that sends info to one dtatbase, but place that form on multiple URLs?

You can publish your same form in more than one URL and receive the submission data in one single email address.
You only need to enter the email address, that will receive the submissions, in the Recipient Email field of your email alerts settings. Please refer this guide to find where is the Reicipient Email:
The Submisions data also get stored in your Jotform Account, you can find it in the submission page.
