Created a form with a unique ID. Somewhere along the way 1 id duplicated 4x's.
Attempted to restart numbering but more dups were created once it hit the max # of submissions.
Dropped uniqueid and created a new one. 1st record updated manually - went well.
2nd record, the uniqueid field is not visibile.
Attempted to configure empty fields to be visible. Doesn't resolve the issue.

We apologize for this inconvenience.
Unfortunately, you cannot manually edit a unique ID in a submitted data from your submissions page or even in an email notification.
If you have set in your submissions page that empty fields will not be visible, it will not show up on your submissions data, this includes the unique ID (if you have recently added it after there were already submissions in your form)
If it's OK, we'd like to filter out other possible issues so I'd like to ask: Was the duplicated ID generated by your form or was the error from your end? May I know as well what was the unique ID that duplicated 4x?
But to answer your last question, once you insert a unique ID field after 32 submissions, the 32 submissions will have a blank unique ID. Only from the 33rd submission and so on that it will have a unique ID generated. This includes when the field was deleted then recreated again, the recreated field will be treated as a new field.
I will forward this matter as well to our development team and let them look into your case.

It is not possible to set unique id for older submissions. Only for the new submissions.
Duplicating of unique IDs might happen if you change the current index value. There is warning there that says "WARNING! Changing this value may effect uniqueness".
