In Chrome I can't edit the form, in Explorer I can but I don't get the email

Did you try to clear your form cache? Try to go to your Account > Settings and click the Clear Cache button

As what dawnadoodz have suggested, can you please try to clear your browsers cache? I have tried to edit your form on Chrome and was not able to replicate on the said problem. As for not getting the notification email, can you please try to follow this guide: http://www.jotform.com/help/208-How-to-setup-email-alerts-to-prevent-email-bouncing-related-issues
