My form requires 2 different departments to fill out the form. Is it possible to have a workflow where when someone from, say, the HR dept. fill out the first part of the form, then when they submit it, it sends an email to the IT Dept. to complete the rest of the form?

There is not a way to insert two submit buttons, however, what you want to achieve can be made possible by inserting Edit Links in your form's notification email.
Here is how the workflow goes
HR fills out the section of the form that is assigned to them.
IT receives a notification email with the edit link to the submitted entry
IT fills out the rest of the form
Entry is saved with both information from HR and IT
