How does require log-in to view uploaded files work?

Good morning,

I am inquiring about the option in your admin setting "Require log-in to view uploaded files.". 

I have noticed that when trying to download files using your API, this admin setting has to be turned off.  How secure is this from the public?  Would any random person have the ability to look at the files that are being uploaded to your server?  Please let me know as this will be the determining factor if we upgrade our account as we need to make sure these files are safe from the outside world.

A regular person would need to receive the direct link to the file that is uploaded to be able to download it.
