What do you mean by "Submissions"? as in the free version is limited to 100 submissions.

Here in JotForm, when a form is filled out and it was successfully submitted and received by your account, then that will be counted as a submission.

The 100 monthly submission limit is the number of submissions you can receive on a monthly basis. The count covers the calendar date which means 1st day to last day of the month.
