How to make appointment for lab testing?

I need to make an appointment for lab testing and do not know how to do it. Have tried numerous times without success. Is there any others way an appointment can be made?  I have tried calling and am not able to speak with anyone.  

what are people without access to technology or without a full understanding of it supposed to do?  example: include URL of page or a screenshot?????
