Hello, how can I apply a $15 order minimum to the Subtotal and not the Total?

Unfortunately, that is not possible. The Minimum Order Amount option is checking the total amount.
I can only suggest you to create a separate product for each pack (Pack 1) and remove the quantity 1 option. This will prevent users to order only 1 pack.

That is a good suggestion which I have done now, but is there any way to receive a CSS code to apply the minimum order function of $15 to the Subtotal? The issue is that I have applied the fixed shipping cost and it is making the total start at $22 before the customer has even selected anything.

I'm sorry, but you cannot change the value with custom CSS codes. CSS is for the display only, which is good for static elements. Note that the shipping is not calculated and shown until a product is selected. You seem to have sorted that out already.

It's all zero (0) as you could see.
