This form I have 5 submissions and shows 5 incomplete submissions. Did they pay or not pay?

Incomplete payments are submissions in which users did not complete the payment in PayPal.
To complete the payment, they must process the payment again in PayPal.

May we know what submissions are you not able to view?

You have to ask these users to submit your form again and complete the payment through the PayPal payment page since they will be redirected to it.
If payment is completed, you should see the transaction details through the submissions page. It is similar to this:
If you don't see this, that means users did not select your subscription item in the form. If you require payment for every user, you may consider making the PayPal field as required.
