Blue background in the header of the submitted PDF forms

When I go to print out the PDF version of a submitted application, there is a blue background in the header that appears, where in the original application, this area is white. This blue background behind the logo changes the look of the application form. 

I am wondering why this is automatically showing up in the submitted PDF forms, and is there a way I can remove this?
