Hi I justfinished a form and got some submissions sent to my forms. I wanted to save my form as a PDF from Safari on my iPad and it doesn't do anything.

Our form builder is not optimized to work on Mac browsers (iPhones, iPads, etc). For now, we recommend to open it via Google Chrome.
However, we are expecting improvements in the near future, once our developers release the Jotform API for iPhone App

I have tried using the Chrome app on my iPad to download the submissions with no success. Am I to assume that I need to download the submissions on a non-apple device?

You are correct on your assumption.
As is now, you might not be able to succesfully download the submissions as PDF in your apple device if you use the Form Builder in the device to download the submissions.
As mentioned by Jeanette, the form builder is not optimized to work on the mentioned devices. Even if you use Chrome app, the more reason it will probably not work.
BUT forms are optimized for this devices.. so, you can view the form using its direct URL or an embedded form using ipads, iphones.
You will have to use a Mac or PC that utilize the full keyboard/mouse devices to be able to use the Form Builder and download the forms submissions.
