If we receive a submission and the signatures are not acceptable (person basically scribbles vs signing), can we send the questionnaire back and ask for re-signature w/o having to input all the data?

Definitely, yes. You can send them an EDIT LINK for the submission.

You just need the URL (https://www.jotform.com/edit/) and the (submission ID). The submission ID can be found on the Submissions page. Here's how:

So for example, the edit link should look like this: https://www.jotform.com/edit/4717581440117445438

You may also include this link in the email alerts. Please refer to this guide: How-to-Let-Users-Update-Their-Form-Submissions-at-a-Later-Date.

Apologies, I just checked that your account is HIPAA-compliant. Unfortunately, that won't work due to HIPAA restrictions.

So you should ask the user to fill out the submissions again.

Or you can just pre-populate the form on your end. This will be done manually as if you will be the one to fill out the form for him, and just provide him the generated URL. You can use this app to do that: https://prepopulate.jotform.io/
