I am a trying to set up the radio button option that I have created in my form so that when the user submits the form, depending on which radio button they chose, it will be sent to a different e-mail. I am having trouble programming it though because once I choose conditions, then "send an e-mail after submission" then If "X" field "Is Equal to" "Y" then send "choose" email to "email@example.com". But the area where "choose" is there is no option for notification, like there should be. The drop down option list is empty. I am wondering if there is something that I am not doing correctly, and if so how would I be able to fix this so that I can create the form that I want to make for my website. If anyone could help me out with this it would be greatly appreciated.

If you are trying to add the conditional rule but are not getting any drop down options, it may be due to an issue with the items not properly sync'ed. What you can try is readding the radio buttons and conditional to your form. I'm appending below the steps to get the radio button conditional to send to an specific email address. Also just below this paragraph I'm posting the steps to clear your jotform cache which could be the culprit of your problem. By clearing the cache it should not affect your forms in any ways (meaning they will not be lost by doing this step). Also you can try a different browser to see if you still have experience the same symptom.

In this last step we need to add a rule for each radio button. In my example I would have to create 3 rules.
