We're trying to setup an email notification when a particular set of states is selected (such as Alabama, Arkansas, and other southern states for one email and then Maine, Pennsylvania, etc for another email). Additionally, we'd like to send an email notification for every submitted form.
Using @mailinator addresses as a test, I was noticing that submissions were only being sent to one email and not both when a particular state was selected. For example, when choosing Alabama it would send to firstname.lastname@example.org but not email@example.com
The conditionals I tested included: using two actions email notifications within a set of rules if a state was selected, a separate conditional trying to have when state is filled send to firstname.lastname@example.org, and finally having separate conditionals where the rule was if a specific state is equal to Alabama, send to centralmail.
I would only ever receive one email notification when I should've been receiving two emails when a form was submitted.

Well, after making some tests, I figured out wich is the problem, when you configure your conditional instead of adding a unique action for each email you should use a "," (coma separator) between the email adresses like it shows the picture:
It should work with this change, remember to make the same for each conditional.
