It appears that something is preventing me from saving form in draft form. I have to continuously start over. I would like to return to complete later once I have upgraded with paypal.

You would need to register an account to be able to access and edit your forms wherever you go, whichever computer you use.
The form that you were talking about was registered under a Guest account, which is identified only by your browser. Using another browser or computer, or clearing your cache will prevent you from accessing that form, thus the reason why you're getting a blank form each time you log in.
