Is there a feature on JotForm to add people to a waiting list?

Hi there - I'm not sure if I understood you correctly. Do you wish to control the number of people to fil out your form? If so, then you can use Inventory Widget to only have a limited number of registrations on your form.

You can also DISABLE your form once the number of submissions has been reached.
