I have only 21 FORMS THAT HAVE BEEN SUBMITTED YET EVERYONE IS GETTING A "Form over quota
This form has exceeded its allocated quota."
MESSAGE AND CANNOT SUBMIT A FORM TO ME!!! YOU SAY 100 FREE PER MONTH WITH THE FREE ACCOUNT. WHAT IS GOING ON AND WOULD YOU PLEASE TAKE THE BLOCK OFF MY FORM, PLEASE???? ASAP???? THIS IS REALLY A PROBLEM FOR ME.

No need to yell...
With all the account types (includeding free) there are submission limits. http://www.jotform.com/pricing
When logged in, click on the account button in the upper right corner. In there you'll see a counter of the number of submissions your account has used this month.

I checked your Free account, and found that it had exceeded the max allowed limit for 10 SSL submissions.
Currently, the account is on temporary disabled status due to the Overlimit.
To be able to continue using the service, you will need to upgrade the subscription to paid plans.
