I have built a form with categories and products underneath them. This is actually registration for a Sports clinic that I am running. I want to limit the qty to 16 Max per product and then no more how can I do that? Please help.

You can limit the quantity selection of your products by navigating through Product Settings > Quantity. Please refer to the visual guide below for better illustration:

the quantity that people can buy. It was limiting the quantity that I can
sell.
I have three Categories with two products per category. When I reach 16
total products sold in each category (to 16 different people) that will be
the end as I have no more to sell and I dont want anyone to be able to
purchase a product after 16 are sold.
My products are actually registration slots. So if I have it setup
incorrectly I can change, but essentially what I have are 16 registration
slots in each of the two sections under each category.

Unfortunately, it is not possible to limit the quantity available in the product list or payment integrations. What you can do is use the ticket purchase widget or inventory widget.

You can then calculate the total manually using the form calculation widget: How-to-Perform-Form-Calculation-Using-a-Widget
After that, you can pass the calculated amount to payment integration by following this guide: How-to-Pass-a-Calculation-to-a-Payment-Field
