I would like to create a sign up form where users can select a specific time and date. When a user selects a specific time and date the option should no longer be available on the form. Is it possible to set that up in Jotform?

this can be achieved by combining a date field with a time field, when certain date is selected on the date field and a certain time is selected at the time field , using combinations you can control a third field is not show.
I made an example where selecting 08/13/2013 and 01:00 AM the "Test" field will be hidden.

This is a sample of the form I still need to add the times for the additional dates but if you select september 23 you will get a list of times. As a person selects a time it should be removed from the form so that noone else can select that time. Is that possible?

I think you are looking for a function that might be accomplished to Google Calendar, if that is the case, this is not possible as for the moment with JotForm
What you could do is to integrate Google Calendar into a Form
To create this, simply select the Free Text(HTML) field in your form (under Power Tools) and paste the google calendar iframe code in the property box
To make this functional , you would need to share your google calendar (see this article for more details)
