I use your test page with a default captcha on the form here
The captcha field loads just fine when I test using Chrome, FF, and IE9 browser
It will be hard to just put the caused of the failure only on the customer's PC. These are complex system and other issues can factor even before it reaches a customer PC.
But it will help resolve the issue for that particular customer if you can get specific details from them like, which browser was used, the OS, internet/network speed. If we can re-create the scenario to that of particular customer, there is a chance to find out the caused.
The difference between the default captcha and with re-captcha set to ON is that the later will require a more difficult challenge (there are 2 words) and there is an option for audio challenge as well. But this 2 method of captcha field still have exact same use.
