Users do not have a way to skip the account creation when saving form

When user try to save our form, they do not have the "Skip Create an Account" option. The only way they can save is to create an account. How come we don't have that option?

Yes, that is how Save and Continue Later works for HIPAA accounts. Unfortunately, there is no option you can let users skip the account creation as HIPAA rules require it.
