Every time I click on a form field to edit it (i.e. I select the form field either to click the gear icon or to change the form title directly on-screen), the field jumps up 2 or 3 positions. And I'm unable to click/drag it back into position. I have to select the gear icon and click "Move down" arrow. I'm using IE 9 on a Windows 7 machine. I'm working in my form "Business communications request."
It seems to be a browser/cache issue.
I did a check on both of your forms and I am unable to replicate the said issue with IE 9. My suggestion is to delete your browser cache and do try to edit your form again.
