I have created a form that uses PayPal as a payment gateway upon form submission. I don't see any submission entries and I haven't received any submission emails when I try to test the form.
Do we only receive a form submission email after the user has completed the payment with PayPal? Or do we receive an email with the form information and then a second email from PayPal?

Once the user completes the paypal payment step you will receive the notification email, also you can set up your PayPal payment method in order to receive pending payment emails.
Select your paypal payment field,
1 - Click on the properties icon
2 - Set the "Pending Payment Email" option to yes.
You can check your incomplete payment submissions from the form submissions page
