How do I change the color and form of button of "File upload" button?

It looks like you can change the button in the "button style" in "advanced". But it seems like it is not changing, it doesn't change in edit/live view..

How do I change the color and style of these buttons?

The Upload File element's "Button Style" is only available on select themes.

Unfortunately, it's not available on the "new" Default Theme.
