Do I have to add a payment widget? I do not plan to charge clients, staff, users, etc. for memberships is there a way I could offer free memberships?

Hello,
If you are not going to collect payments for the membership, you can use the Product List field and set the price zero. It will automatically show that the product is free.
Also, the Product List field doesn't require to be integrated into any payment gateway, and it will serve as a Purchase Order form.

How could I arrange a way for users/clients to sign up for a membership with this widget, I do not see an option?

We don't have a direct or specific feature for a user to sign up. Usually, the form is used to gather information and integrate it into a third-party application. Here's an example: a customer registration form for Newsletter Subscription integrated with Mailchimp.
When the customer fills in the registration form, his/her information will be passed to Mailchimp. In this way, they will receive newsletters. May we ask for your workflow or form requirements? If you are selling subscriptions, you would need to use the product list field for recurring payments.
