I have a form... that i will need to make submission rules to split out to 59 locations (emails) for instance... if they choose A - the email will get sent to A's (manager).
This set of rules can be used across a lot of my forms in the future...
is there a way to copy the set of rules for that particular field.

Copying submission rules (or conditions) across form fields is not possible as of the moment. The Form Builder does not have a function that serves that purpose.
However, a workaround I could think is to build some sort of a template form - one that is bare and basic, containing just the fields involved in the submission rules - and clone that form multiple times. Then you can start building your forms using that 'bare template' form.
To clone or duplicate a form:
1. Go to My Forms
2. Right-click on the form that you'd like to clone
3. Choose Clone Form in the context menu that appears
Your form's clone should have the phrase 'Clone of' pre-pended to the original form's title. Example: Clone of Contact Form
