Is there a Static Text Area for General Info and Link

I would like to provide some instructions and a link to a pdf policy for users to launch on browser and read before checking a checkbox as part of submitting the form.

Did you try our paragraph element? this element provides you with a Rich Text Editor using which you can add links, images, formatted text etc. in your form. Following is how you can include it in your form:
