Is there a way using Jotform Tables to have a table with list of people names and somehow cross reference completed forms or submissions to show who hasn't complete the form?

Hello,
I am happy to help you explore the new tables view.
If you have two tables you can connect them and crossreference the submissions.
Let's say you have table A - the list of names (for this example a tables template I imported from https://www.jotform.com/table-templates/) and a form that Users fill out.
You can connect the Name field of the form to table A as a new column and select from the name fields so you can match each name- That way if you do not find a match you know there is a submission missing.
Here is how:
- Add a new column in your Table A
- Choose Connection
- Choose connect a table, click next
- Name the new column
- Choose the table, then the tab and the column to be connected
- By clicking on a field in the new column you can add the name from the list you just connected.

Excuse the searching in the middle. Of course my names do not match in this instance- only test names in the connected table , but the way to create the connection should become clear.
