I received an email saying that my upload limit has been reached. I would like to know if I delete the responses I received would it clear up my limit?

Yes, that's possible. Delete the responses that contain the upload fields, the submission limit per month won't be reset, but the space will be cleared up.

With a free account, you can receive 100 submissions. This limit will reset on the first day of every month.
