For the last week I have been unable to download PDFs of my submissions. I really need this function to work. Please advise how I remedy this. Nice tried accessing on multiple desktops and from my cellular and I’ve also tried chrome and safari

Hello Monica - To clarify, are you trying to download the link while logged out of your Jotform account? If so, that is the reason why you cannot download the files.
I would suggest logging on to your account then access the download links. That should let you download them.
Or if you don't want to login to Jotform every time you download the files, I'd recommend disabling the PRIVACY setting of the account instead. Here's how:
