Unpublished forms uses submissions on preview??

Please let us know what exactly are you referring to.

Are you mentioning that while testing the form in preview mode, the submissions that you have done are counted into the submission count in your account?

If yes, they are test submissions and will be counted in the submission count - since you are submitting the form even in preview mode.
