Is each email address considered a form?

I am looking to send a form to roughly 180 people. Is each email address considered a form? Or is it based on the actual number of forms sent?

Or are you referring to the assignees? It doesn't count 180 invites as your form count, because it will be counted on their account as they need to create an account to accept the invite from you.
