First off, I would like to inform you that your payment field on this form is not set as a Required* field
I actually submitted your form answering only the last 2 textboxes (Registration Terms, and Disclosure....)
You should set some of your form's necessary data/info (i.e Names, Email, Payments) as Required* field to better capture the data you want.
Even if a user does select a Payment, the coupon code is NOT a mandatory option. The user can still go ahead with the payment transactions without availing the discounts of coupon code. It will go thru as Regular payment in the paypal screen. Do not be confuse if there are some payment transactions that do not have coupon code on them. This is normal.

Coupons code are applied directly to the form, the final price will be submitted to paypal with the discounts applied.
If you need to show/confirm to the user that the coupon code was applied, you can configure an email autoresponder where the "coupon code" will be displayed inside the "payment" details.
