If I hypothetically forget to check my submission before the end of the month, what happens to those submissions and if they are still around do they count against my quota for next month? Thanks.

The submission counter is reset every first day of the month, if you reached your monthly submissions limit, your form will be disabled until the monthly submissions counter gets reseted again. There is no leftover submissions.
The already made submissions will remain at your account and will be accesible any time, the submission limit resides just at the quantity of submissions that your form could receive per month.

Thanks for your promptness. So if I left up 4 submissions, the next month rolls around, those 4 submissions won't disappear and my limit will not be lowered to 96 to compensate?

That is correct. At the beginning of each month your submission limit will be reset to 100 with the free jotform account and all your older submissions will still be availble to you.
