Can I have multiple people complete multiple steps of a form in sequential order?

We are using the form develop a standardized process for submitting engineering requests.  When users have an engineering problem, we want them to be able to load the details into the form and have it automatically email engineering.  In an ideal world, I would like engineering to be able to open the form, load their contents and then "re-submit" the form, so it sends the engineering answer back to the person who originally filled out the form.  Is this possible?  If so, how do I set it up?

Is possible by providing the engineer with a edit submission link. you will need to configure an email notification containing the submission edit link, and a email autoresponder to forward the  edited data by the engineer to the final user.

Once the user fills out  the application, the engineer will receive an email notification  with the edit submission link,  trough this link the engineer will be able to load the form with the user submitted data make some changes and the re-submit it, in this way the final user will get the email autoresponder with the changes made by the engineer.

    In order to sum up:

A - User fills the application form.

B - The engineer receives an email notification with the "submission edit link".

C - Trough the edit "submission edit link", the engineer edits the submitted data then hit submit.

D - User receive an  email autoresponder with the new submitted data.

Please follow the next steps in order to add the edit link to the form notification:

1 - Click on "Setup & Embed" tab.

2 - Click on "Email Alerts" icon, then select your email notification.

3 - Add the"Edit Link" to your notification layout.

Here is the guide to configure an email autoresponder:
