I have been reading about limits to submissions here: http://www.jotform.com/help/137-How-to-Limit-Submissions-in-a-Form
My question is if the limit applies to the form or applies to each date.

I need to limit the submissions to 16 for each date (linked to a paypal payment) can i do this? and if so, how?

You can only limit the form by a single date or by an overall amount of submissions. Meaning taht if you want to limit the form to 16 submissions a day, then you will have to be changing the form settings daily.
These are the ways you can currently limit the submissions on a form:
Unique Submissions: Allows a user only one submission on the form, this is either limited the browser's cookies or more strick by not allowing to submit the form from that same IP address.
Unique Questions: Will allow only one user to use an answer to answer the form with an specific question.
Submission Limit: you can limit the total amount of submissions made to a form. You can only limit the overall amount of submissions.
Expiration Date: You can limit the access to the frm by date. Once that date is met (based on the time zone you've configured in to your account) the form will no longer be available.
Warning Message: This is where you can edit the warning message that will appear to the users.
